Prior to joining Metro Dynamics, Patrick was Director of Local Government Policy at the Department for Communities and Local Government, where he led the development of the Cities and Local Government Devolution Bill and setting up combined authorities and Mayoral governance.
Patrick is an expert on the relationship between local and central government and the development and delivery of local growth and reform. His experience comes from 15 years working both at the centre of Government and directly in and with local places. Before DCLG his civil service career was in the Cabinet Office, where he led on the co-ordination of health and welfare reform policy and was Principal Private Secretary to two Cabinet Ministers. He spent 5 years as Director of Policy at the Northwest development agency, where he led on capital investment with Merseyside and Greater Manchester.
His mix of national and local perspective long ago convinced Patrick of the possibilities of using both public and private finance as better drives of local growth and productivity. He led the Cabinet Office’s early work on Social Finance and since the 2015 General Election Patrick has led work in DCLG to maximise the opportunities for local places provided by devolution and reforms to Business Rates. He also led Government’s work on local public service reform from 2011 to 2015.
