Eleanor leads work to unlock investment that delivers sustainable, innovative and inclusive places.

Her expertise is in shaping and delivering complex place‑based programmes, working in long‑term embedded roles to define strategy, mobilise partners and drive implementation in politically sensitive and commercially complex environments. She is passionate about aligning public ambition with private capital, and leads Metro Dynamics’ work with institutional investors to help progress place-based opportunities.

Eleanor led Metro Dynamics’ work to secure new fiscal levers and funding across the West Midlands, developed a clean energy investment proposition for the North East Combined Authority, and advises Camden Council on investment and delivery options for Euston‑area regeneration.

He work also embeds the role of innovation in driving investability and inclusive growth benefits in places. She developed Vision 2050 for Cambridge Biomedical Campus to help the site become a fully functioning innovation district, and has worked with Greater Manchester over multiple funding rounds to help prioritise innovation funding to deliver greatest additionality.
